Biography

Caroline Cozens, Director of Capital at Torbay and South Devon NHS Foundation Trust:

Caroline Cozens is Director of Capital Developments for Torbay and South Devon NHS Foundation Trust. The trust was the first in England to join up hospital and community care with adult social care and is a proud pioneer in integrating health and social care nationally. It has ambitious capital programme and transformation agenda and is in cohort four of the government’s health infrastructure programme, also known as the New Hospitals Programme.

This is Caroline’s first role in the NHS and she joined in January 2023 bringing with her a wealth of experience in infrastructure planning, development and maintenance from the public sector. She was previously Head of Strategic Programmes for Plymouth City Council and prior to this held a number of planning and policy roles at Plymouth City Council and Devon County Council.

Caroline is highly experienced in programme and project management with a breadth of experience across construction and also in wider organisational business improvement and strategic change.

Passionate about collaboration and building relationships at every level, Caroline is committed to supporting people to get the best from teams, multiple stakeholders, contractors and partnerships.
