P22 Framework Lead, Department of Health


Since September 2017 Cliff has been a member of the Government Commercial Organisation (GCO).

Cliff has been involved with the development and implementation of the DH ProCure22 ( Frameworks which currently has £2,6bn of work registered to be undertaken using it.  The previous P21+ Framework delivered 15% construction cost efficiency savings from 2011 – 2015 and the delivery of this included collaboration with supply chains to deliver the Repeatable Rooms and Standard Components.  In addition the team provides construction procurement advice to other parts of DHSC and Arms Length Bodies.

The ProCure21+ Framework received the following awards:

  • National Constructing Excellence Awards 2015 – Integration and Collaborative Working Award
  • British Construction Industry Awards 2015 – Product Design Innovation (Building)
  • CN News Supply Chain Excellence Award 2016

The achievement of these awards was the result of strategic collaboration by all involved in the ProCure21+ Framework, namely the DH, the NHS, PSCPs and all within their supply chains as well as those organisations representing Clinicians and Patients. Collaboration under the P22 Framework has resulted in the development of the P22 E Training Modules, the  P22 Post Occupancy Evaluation and Government Soft Landings and the refresh of the P22 Standard Components amongst other achievements by all involved in the P22 Framework.

Cliff is also a member of the Construction Clients Leadership Group  Board ( and a  member of the Constructing Excellence Yorkshire and Humberside Steering Group”.
