Consulting Engineer, Malcolm Thomas


Malcolm is an independent consulting engineer specialising in ventilation for healthcare applications. He is the appointed “Subject matter expert (Ventilation)” for the Estates and Facilities division of the Department of Health and has represented the UK on the CEN working group tasked with producing a European standard for Healthcare Ventilation.

He is principal author of HTM 03-01 “Specialised Ventilation for Healthcare Premises” and was lead author of HTM 2025 that preceded it. He is the originator of the concept of the “Neutral pressure” isolation room also known as the PPVL isolation suite and was technical author of HBN4; Supplement 1. He has been involved with the research into the PPVL concept and the development of design strategies for CL4 isolation facilities.

Malcolm is a Fellow IHEEM and a Member of the Healthcare Infection Society – HIS. He is a visiting lecturer at the University of Leeds and regular speaker at seminars and conferences throughout Europe.

In 2014 he initiated the Specialised Ventilation for Healthcare Society – (SVHPSoc) which he now chairs. The Society aims to develop a career model for those wishing to become Authorising Engineers (Ventilation) – AE(V) and code of conduct for practitioners. It also looks to become a focal point for resolving issues of interpretation relating to healthcare ventilation guidance.
